How do u get a lumineon in pokemon diamond i know you have to evolve a finneon to lv 31 am i right? plz help?

i really want to get the national Dex and if u could help i also need some help on getting a drifbloon which i can only get on fridays but i am going to Albania Tuesday so i need some help is their any other way to get it please help me please thank you!!
