I have a really wimpy neck and shoulder, how can i get them bigger and filled out, and workout ideas, please?

Do dead weight shrugs. Hold free weights in each hand and let drop to your side. Raise up your shoulders toward your ears and then drop back to rest. Do 16 reps and three sets with progressively heavier weight each set. I start with 40lbs and work up.
